Pay Authorized Function

On a new empty voucher/draw clicking the Pay Authorized function does the following:

• Voucher/draw must be empty so it will populate the correct line items
• Will create line items with total values that equal the authorized value based on the most recent dated inspection
• If there are already line items entered into the data entry area it will add the line items to them
